The Navy has selected a site in Surry County, Virginia as a possible location for an OLF (Outlying Landing Field). They say the location, Cabin Point Site, is needed to provide an additional training area for pilots from Oceana. The purpose of this letter is to put aside the emotional issues concerning the construction of an OLF and to enlighten you on other hardships this landing field will put on the county.
As listed below, an OLF will generate almost no economic benefit. In addition, it will introduce risks that do not presently exist.
1) decreased tax base
2) decreased land value
3) loss of historical sties
4) disruption of Native American burial sties
5) restrictions on land use for greater than 2,400 acres of tillable land for agricultural purpose
6) increased taxes on other county property owners and businesses
7) loss of recreational areas
8) increase in “deafening” jet noise
9) potential adverse effects on human health
10) disturbance of local watershed for the Chesapeake Bay
As you reflect on this situation, please consider the following facts:
Ø More than 100 million dollars will be spent building a facility that is likely to be obsolete for the aircraft for which it is being built once it is completed.
Ø In 2003, a Navy study reported that there was no need for an additional OLF to support Oceana. What has changed in the last five years?
Ø Governor Kaine recommended this site without consulting anyone in the county.
Ø The Navy has paid millions to settle lawsuits over noise pollution in the Oceana area and more cases are in litigation. Wouldn’t it be more economically feasible to place restrictions on development proximal to Oceana, compensate current residents allowing them to relocate rather than construct a new field, modify highways to accommodate construction equipment, and purchase easement restrictions and property?
To summarize, the Navy wants our land that was donated by a third party, which once seized, will no longer be subject to local taxation. Hampton Roads will continue to benefit from the Navy presence while Surry County suffers the losses.
Please support the citizens of Surry County in their opposition to the OLF.
